If you are in Windows Vista, then you should be able to use "Turn on Auto Hide for Taskbar on Second Screen" to hide your Taskbar in the second screen. This option is only available if you have the latest Vista operating system and should work on any computer with Vista installed - as it does not appear if your system is Windows XP. The reason why you need to be able to turn this feature on in the first place is because many people accidentally leave their Taskbars visible when they are using a new program or trying to view something on a secondary window.
To hide your toolbar permanently, you can use a program like AutoShade.
